Dubai’s Community Development Authority (CDA) said its flagship project at AccessAbilities Expo 2026 was a single register covering People of Determination across the emirate. The authority announced the end of its participation in the event in a statement on Friday, October 23.
People of Determination is the term used in the United Arab Emirates for people with disabilities. The CDA linked its presence at the expo to the goals of Dubai Social Agenda 33.
Data across entities
The planned database is meant to merge records held by the relevant entities and make them more accurate, the authority explained, so that planning, decisions and proactive services rest on better information.
Officials also expect it to curb registrations made twice, sort needs by the type and severity of disability, direct resources more efficiently and deepen cooperation with government bodies, the private sector and public benefit organisations.
Shopping deal and partners
On the sidelines of the expo, the CDA concluded an agreement with Dubai Duty Free aimed at making shopping more accessible. Under its terms, holders of the Sanad Card get priority at the till and 10% off purchases that qualify. The authority said 11 partners took part in its programme at the event.

Families, jobs and talent
Specialists at the stand advised families in over 35 cases, helping parents understand what their children need and which services fit. Visitors were introduced to the CDA’s work on early screening and intervention, tracking how children develop, rehabilitation and care, as well as psychological and social support. Short sessions in Emirati Sign Language were also on offer, together with guidance on how to apply for the Sanad Card.

On employment, the Career Opportunity Meetings initiative, organised with the Dubai Government Human Resources Department under the Makkin initiative, steered 165 Emirati jobseekers towards posts in government entities; 15 of them are People of Determination. A workshop titled “Volunteer with People of Determination” gathered centres, entities and volunteer teams.
The POD Got Talent platform ran for three days with 17 participants, who played piano and showed drawings and LEGO builds. Four innovators also presented their work.

Officials’ statements
Her Excellency Hessa Bint Essa Buhumaid, Director General of the Community Development Authority in Dubai, said real progress shows when every individual can claim their rights, pursue their goals and take part in the life of the community.
“We are keen to ensure that People of Determination and their families have a voice in shaping solutions that affect their lives.”
Maitha Al Shamsi, CEO of the Community Empowerment Sector at the authority, said support starts with knowing each person’s needs and the family’s situation. The CDA, she said, wants to help parents work out what their children require and reach the right services at every stage of growth.
