National Order of Physicians reform advances under new Morocco bill

Morocco’s healthcare reform agenda moved forward after a parliamentary committee approved legislation designed to modernize the National Order of Physicians. The measure aims to strengthen governance within the medical profession and align regulatory structures with ongoing changes across the national health system.

The Social Sectors Committee in the House of Representatives approved Bill No. 045.26 by majority vote. The legislation amends and supplements Law No. 08.12, which governs the National Order of Physicians.

Minister of Health and Social Protection Amine Tehraoui presented the bill before the committee and outlined its main provisions. According to the Ministry of Health and Social Protection, the proposal forms part of broader efforts to implement Morocco’s healthcare reform strategy and respond to institutional developments affecting the sector.

The reform seeks to update the legal framework governing the National Order of Physicians and reinforce its role in regulating medical practice. It also aims to strengthen continuing professional development for doctors and improve oversight of professional standards.

Another key element of the legislation is the expansion of regional representation within the institution. The bill broadens participation to include a wider range of medical professionals, including women physicians, university professors, researchers, and Moroccan doctors practicing abroad.

Authorities say these changes are intended to ensure that the National Order of Physicians reflects the diversity of Morocco’s medical community while enhancing its capacity to support professional regulation and governance.

The Ministry of Health and Social Protection described the committee vote as a sign of broad consensus around the reform process. Officials said the legislation reflects a collaborative approach to strengthening healthcare governance and supporting the transformation of the sector.

The government maintains that the reforms are ultimately designed to improve healthcare services and reinforce the quality of medical care available to citizens across Morocco.
