Le CNDH et le HCP forge a rights indicators partnership

The Moroccan National Human Rights Council (CNDH) and the High Commission for Planning (HCP) have signed a strategic agreement to establish a national system of human rights indicators. The initiative aims to strengthen evidence-based monitoring of rights and freedoms by relying on reliable statistical data and methodologies aligned with international standards.

The agreement was signed in Rabat by CNDH President Amina Bouayach and High Commissioner for Planning Chakib Benmoussa. It forms part of Morocco’s broader effort to reinforce the effective implementation of human rights while improving the monitoring and evaluation of public policies.

Under the partnership, the two institutions will create a scientific framework to measure progress in the protection of rights and freedoms across the country. The system will assess achievements, identify territorial and social disparities, and evaluate how public policies affect citizens’ daily lives.

The project also includes the development of a national human rights indicators dashboard and measurement methodologies based on the approach promoted by the Office of the United Nations High Commissioner for Human Rights. Training sessions and technical workshops will also be organized to strengthen the expertise of staff from both institutions.

Bouayach said the agreement marks an important step toward assessing human rights through objective indicators. She noted that the new framework will help measure the gap between legal guarantees and their practical implementation in people’s everyday lives.

Benmoussa said the partnership comes as Morocco reforms its national statistical system. He added that stronger public data governance will support more effective, inclusive, and evidence-based policymaking.
