Digital agreement advances notary notification system in Morocco
Morocco’s Public Prosecution Presidency and the Caisse de Dépôt et de Gestion have signed a cooperation and partnership agreement aimed at digitalizing regulatory notifications related to notaries, marking a new step in the country’s administrative modernization efforts.
The agreement was signed on Friday in Rabat by Hicham Balaoui, Attorney General at the Court of Cassation and President of the Public Prosecution, and Khalid Safir, Director General of the Caisse de Dépôt et de Gestion. The initiative is aligned with the implementing decree of Article 33 of Law No. 32.09 governing the notarial profession.
Under the agreement, the two institutions will establish a framework for cooperation and coordination in the digital management of regulatory notifications concerning notaries. The system will organize the exchange of digital data and notifications issued by the CDG regarding cases of non compliance identified during settlement operations carried out by notaries.
The partnership also reflects the shared commitment of both institutions to use modern digital tools to support Morocco’s digital transformation agenda and improve the efficiency of data exchanges in accordance with existing legal and regulatory provisions.
Balaoui said the agreement strengthens the existing cooperation between the two institutions and will improve the efficiency of information sharing by moving beyond paper based procedures toward more effective digital mechanisms. He added that the initiative is expected to have positive effects on judicial practice.
According to Balaoui, the implementation of the agreement will have a direct impact on citizens and litigants by enhancing contractual security through notarial deeds while supporting greater integrity in the exercise of legal professions, particularly the notarial profession.
Secure digital exchange platform
Safir stated that the agreement demonstrates the determination of both institutions to continue modernizing their working methods in order to strengthen efficiency, transparency, monitoring mechanisms, and coordination processes.
He noted that the deployment of a secure electronic notification exchange system addressed to Attorneys General at the Courts of Appeal through the Public Prosecution Presidency’s digital platform represents a new milestone in the country’s digital transformation process.
According to Safir, the new system will accelerate the processing of notifications, ensure their immediate transmission to the relevant authorities along with the necessary documents and data, improve the reliability of exchanged information, and facilitate monitoring operations.
He added that the mechanism has been designed to guarantee a high level of information system security and protection of personal data.
Safir emphasized that protecting rights and strengthening trust in institutions remain common objectives for both the CDG and the Public Prosecution Presidency. He said the expansion of digital cooperation and coordination channels between the two institutions is an essential tool for meeting the requirements of modern public administration.
