Analysis<\/strong><\/p>\n

Many people, reading events at face value, believe that the veto Russia cast at the Security Council during the debate on the Moroccan Sahara was aimed at Morocco. Yet a look behind the scenes points to a different conclusion, one missed by those who do not know how things work behind closed doors.<\/p>\n

The facts first<\/h2>\n

At its meeting on Friday, 30 October 2026, the Security Council failed to adopt the draft<\/a> resolution tabled by the United States, despite 11 votes in favour, because Russia used its veto; three members abstained. At the same meeting, a Russian counter-draft proposing a technical extension of MINURSO\u2019s mandate until 31 October 2027 also failed: it won only three votes, the United States vetoed it in turn, and 11 members abstained.<\/p>\n

As a result, the mission\u2019s mandate expired on 31 October without renewal, and the United Nations announced that 1 November 2026 marks the start of its liquidation period, during which a smaller team will oversee the return of troop-contributing countries\u2019 assets and the disposal of UN equipment. As the Kingdom celebrated Unity Day, a statement from the Royal Cabinet<\/a> said the non-renewal of MINURSO\u2019s mandate is a major development and a significant step toward the definitive closure of the Moroccan Sahara issue at the United Nations, and that a 35-year chapter has now come to a close.<\/p>\n

A tacit understanding, not a clash<\/h2>\n

Some observers see what happened as closer to a tacit, prior understanding between Russia, Morocco and the United States, from which all three came out winners without stepping outside the rules that govern the United Nations. Each party fully exercised its rights within the Council, and the process ended with an outcome that serves all three.<\/p>\n

On this reading, Rabat may well have been informed of the Russian position days before the meeting, without that changing anything. Proponents of this view point out that Morocco took part in the third Russia\u2013Africa Summit in Moscow on 28\u201329 October, on the eve of the Council meeting, where Head of Government Fatima Zahra Mansouri represented His Majesty King Mohammed VI. Had there been a real conflict, Morocco would have protested and stayed away from the Russian summit. The opposite happened.<\/p>\n

Washington gets what it wanted<\/h2>\n

As for the United States, its representative on the Council was clear in refusing to renew, year after year, mandates that \u201chaven\u2019t worked\u201d, arguing that the mission had not delivered its original purpose in 35 years. With the mandate expired, Washington has in practice achieved its goal: the end of the UN presence through its mechanism, MINURSO.<\/p>\n

Morocco: the end of blackmail<\/h2>\n

For Morocco, the evidence suggests the episode was a Russian-American favour served on a silver platter, at the right moment to pull the rug from under the UN corridors, cement the facts on the ground and put an end to years of blackmail. The Royal Cabinet\u2019s statement said as much, calling for the Security Council to end its consideration of the matter and remove it from its agenda, while reaffirming the Kingdom\u2019s firm commitment to the ceasefire, with strict respect for its territorial integrity and national security.<\/p>\n

A symbolic sign from Casablanca<\/h2>\n

Another sign, if a symbolic one: the Russian government plane that flew Foreign Minister Sergei Lavrov to Atlanta for the G20 foreign ministers\u2019 meeting stopped at Casablanca\u2019s Mohammed V International Airport to refuel on Thursday, 29 October, and landed there again in the early hours of Sunday, 1 November, on its way back to Moscow, according to flight-tracking data. Proponents of this reading see it as a sign that there is no problem between the two countries, but rather a favour Russia did for Morocco.<\/p>\n

In conclusion<\/h2>\n

On this reading, then, the outcome looks less like a clash than a tacit, prior agreement, from which Moroccan diplomacy, led by His Majesty King Mohammed VI, emerged with a historic gain: the MINURSO chapter closed, and the autonomy initiative under Moroccan sovereignty established as the sole framework for resolving this regional dispute \u2014 an initiative that, according to the Royal Cabinet\u2019s statement, is backed by more than two-thirds of UN member states.<\/p>\n","protected":false},"excerpt":{"rendered":"
