An association representing the families of Moroccan students in Ukraine called on Wednesday for a ruling on diploma equivalence requests filed by 73 architecture graduates of Ukrainian universities from the class of 2025. It accused the Housing Ministry of blocking the files without justification.<\/p>\n
At a press conference in Rabat, the National Association of Mothers and Fathers of Moroccan Students in Ukraine said the Ministry of National Territory Planning, Urban Planning, Housing and City Policy refuses to recognise the degrees, despite official meetings held with that ministry, with the Ministry of Higher Education, Scientific Research and Innovation, and with the Ombudsman of the Kingdom<\/a>.<\/p>\n The 2025 graduates are living in difficult psychological conditions after their equivalence applications were rejected, the association said, while applications from earlier cohorts in the same discipline were accepted.<\/p>\n Abdelkader Al-Yousfi, the association’s president, said the protest stems from the delay in deciding the architects’ requests. He described it as the result of an “illegal position” obstructing the equivalence procedure, even though the Ministry of Higher Education has already given its approval.<\/p>\n In a statement to Hespress, Abdelkader Al-Yousfi called for an immediate and final decision on the 73 requests lodged with the Ministry of Higher Education. He said the files remain stuck, with no explanation, listed as “under study by the committee” on the official online platform.<\/p>\n The association also wants immediate implementation of a joint statement issued on September 15, 2022, and a letter from the Ministry of Higher Education dated March 9, 2023. Those decisions, it said, guaranteed students the right to continue their studies remotely with their Ukrainian universities from inside Morocco.<\/p>\n The group denounced what it called a breach of the legal deadlines for processing equivalence files and held the housing sector fully responsible for the psychological and academic consequences facing the students. It argues the architects’ case is an exception born of an “arbitrary and unjustified decision”, since the ministry is requesting a pedagogical audit of the 2025 diplomas after approving requests from previous years’ graduates in the same field.<\/p>\n Abdelkader Al-Yousfi said the return of Moroccan students from Ukraine after the war that broke out in February 2022 triggered a complex academic and administrative crisis, touching on completion of studies, recognition of degrees, internships and equivalence. The association was set up in response, to act as a collective voice for coordination and institutional advocacy.<\/p>\n Estimates announced at the press conference put the number of affected students at around 12,000. Some were forced to return home, while others settled in European countries.
