Spain\u2019s Vox party is seeking to use the Ceuta migration crisis to challenge Prime Minister Pedro S\u00e1nchez and members of his government through Article 102 of the Spanish Constitution. The provision allows criminal responsibility for the prime minister and other government members to be examined by the Supreme Court in specific circumstances.<\/p>\n
Vox leader Santiago Abascal said on Saturday that his party would seek to activate the procedure following the recent mass movement toward Ceuta. He accused the government of failing to meet its responsibility to protect Spain\u2019s national security and claimed that authorities may have known about the planned movement in advance.<\/p>\n
Abascal argued that the circumstances could justify a judicial investigation. He also alleged possible crimes involving treason and national security. He did not present detailed evidence publicly to substantiate those accusations.<\/p>\n
The constitutional route faces a significant parliamentary hurdle. Article 102 states that an accusation involving treason or an offence against state security committed in the exercise of government duties can only be brought on the initiative of one quarter of Congress and with the approval of an absolute majority. Vox does not have enough lawmakers to meet that threshold alone.<\/p>\n
The party has therefore called on other parliamentary groups to join the initiative. Vox has said its lawmakers are prepared to support a joint move to activate the constitutional mechanism.<\/p>\n
The proposal gives the Ceuta migration crisis a new dimension in Spain\u2019s domestic political debate. Vox has made migration and border security central issues in its opposition to S\u00e1nchez. The party has repeatedly accused the government of losing control of Spain\u2019s borders and has used migration pressures to challenge its policies.<\/p>\n
The episode has also renewed political debate over Spain\u2019s relationship with Morocco. Vox has frequently adopted a confrontational position toward Rabat and has used migration disputes involving Ceuta and Melilla to criticize the government\u2019s approach to bilateral relations.<\/p>\n
Spain\u2019s official position on Morocco remains different. Madrid has described Morocco as a key migration partner and has highlighted cooperation against irregular migration and human trafficking networks. In 2025, the Spanish government said bilateral cooperation had produced results in migration management and the fight against criminal networks.<\/p>\n
That cooperation has continued in 2026. Spain and Morocco have maintained coordination on migration programmes, including circular migration initiatives. Spanish authorities said in June that cooperation with Morocco had been developed over more than 25 years.<\/p>\n
The political dispute over Ceuta therefore comes against a broader framework of security and migration cooperation between Madrid and Rabat.
