The operation marks Guinea\u2019s first access to both the international syndicated loan market and the Islamic finance market, broadening the country\u2019s funding options for large infrastructure projects.<\/p>\n<p dir=\"ltr\" data-start=\"508\" data-end=\"895\">The financing will fund the construction of the Lab\u00e9-Banti-Tougu\u00e9-Bafing River corridor, one of the priority projects identified in Guinea\u2019s national transport infrastructure development plan. The project also includes the Banti-Koubia section and a bridge over the Bafing River, creating a strategic transport link for northern regions that have long lacked a modern paved road network.<\/p>\n<p dir=\"ltr\" data-start=\"897\" data-end=\"1332\">Bank of Africa United Kingdom PLC acted as global coordinator and mandated lead arranger, bringing together an international syndicate of financial institutions. The financing package combines conventional lending with an Islamic Murabaha facility and benefits from partial insurance coverage provided by the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), a member of the Islamic Development Bank Group.<\/p>\n<p dir=\"ltr\" data-start=\"1334\" data-end=\"1607\">According to the banking group, the structure demonstrates how conventional and Islamic financial instruments can be combined to support large-scale infrastructure investment across Africa while expanding financing opportunities for countries seeking international capital.<\/p>\n<p dir=\"ltr\" data-start=\"1609\" data-end=\"1974\">The agreement was signed during a ceremony in Conakry attended by senior representatives from Bank of Africa, Guinea&#8217;s government and the Moroccan diplomatic mission. Among those present were Mariama Cir\u00e9 Sylla, Guinea&#8217;s Minister of Economy, Finance and Budget, Infrastructure and Public Works Minister Facinet Sylla, and Morocco&#8217;s Ambassador to Guinea, Issam Taib.<\/p>\n<p dir=\"ltr\" data-start=\"1976\" data-end=\"2222\">Moroccan officials described the transaction as another example of South-South cooperation and highlighted the growing role of African financial institutions in mobilizing long-term capital for strategic development projects across the continent.<\/p>\n<p dir=\"ltr\" data-start=\"2224\" data-end=\"2532\">Khalid Nasr, Executive Managing Director for Morocco and Corporate and Investment Banking at Bank of Africa, said the transaction reinforces the group&#8217;s expertise in structuring complex infrastructure financing while combining conventional banking and Islamic finance solutions tailored to African economies.<\/p>\n<p dir=\"ltr\" data-start=\"2534\" data-end=\"2758\">The chief executive of Bank of Africa United Kingdom PLC also emphasized the group&#8217;s intention to pursue additional infrastructure partnerships in Guinea as economic cooperation between the two countries continues to expand.<\/p>\n<p dir=\"ltr\" data-start=\"2760\" data-end=\"3047\">For the Guinean government, the road project represents a key component of the Simandou 2040 development program. Authorities describe it as a strategic investment intended to strengthen economic integration, improve regional connectivity and facilitate the movement of people and goods.<\/p>\n<p dir=\"ltr\" data-start=\"3049\" data-end=\"3250\">The construction contract has been awarded to Compagnie Sah\u00e9lienne des Entreprises (CSE), which committed to completing the works according to contractual deadlines and international quality standards.<\/p>\n<p dir=\"ltr\" data-start=\"3252\" data-end=\"3465\">Government officials expect the new transport corridor to connect agricultural and production areas with domestic and regional markets while reducing transport costs and improving logistics across northern Guinea.<\/p>\n<p dir=\"ltr\" data-start=\"3467\" data-end=\"3813\">Mariama Cir\u00e9 Sylla called the project a strategic investment for the country&#8217;s economic and social development, linking it to the government&#8217;s long-term modernization agenda under President Mamadi Doumbouya. She expressed hope that the agreement with Bank of Africa UK and ICIEC would pave the way for broader financial cooperation in the future.<\/p>\n<p dir=\"ltr\" data-start=\"3815\" data-end=\"4044\">Infrastructure Minister Facinet Sylla said the successful mobilization of international financing demonstrates Guinea&#8217;s growing attractiveness to investors and reinforces confidence in the country&#8217;s economic development strategy.<\/p>\n<p dir=\"ltr\" data-start=\"4046\" data-end=\"4318\">Preparations for the transaction lasted several months.
