Morocco road safety took center stage at the United Nations this week as Transport and Logistics Minister Abdessamad Kayouh presented the kingdom\u2019s efforts to improve protection for motorcyclists, even as new national data revealed the deadliest year on record for road fatalities.<\/p>\n
Speaking at the donors\u2019 conference of the United Nations Road Safety Fund (UNRSF) at UN headquarters in New York, Kayouh described road safety as a core pillar of Morocco\u2019s sustainable development strategy. He stressed that motorcyclists remain among the most vulnerable road users and said their protection has become a national priority.<\/p>\n
As chair of the UNRSF advisory council, Morocco reiterated its support for international cooperation aimed at reducing traffic deaths worldwide. The conference, co-organized by France, Jamaica, the UN Secretary-General\u2019s Special Envoy for Road Safety, and the UN Office of the Regional Commissions, seeks to mobilize $10.6 million to support road safety initiatives during the remainder of the Decade of Action for Road Safety.<\/p>\n
The minister highlighted several Moroccan initiatives, including the International Mohammed VI Prize for Road Safety, launched during the Fourth Global Ministerial Conference on Road Safety held in Marrakech in February 2025. He also pointed to the Road Safety Village established during the conference, which promoted helmet use among motorcyclists and supported awareness campaigns alongside helmet distribution programs.<\/p>\n
The event took place alongside a high-level United Nations General Assembly meeting on road safety. Participants included UN Special Envoy for Road Safety Jean Todt, World Health Organization Director-General Tedros Adhanom Ghebreyesus, and Morocco\u2019s Permanent Representative to the United Nations Omar Hilale.<\/p>\n
Despite these international commitments, Morocco\u2019s latest road safety figures present a challenging domestic picture. According to provisional data released by the National Road Safety Agency (NARSA), 4,577 people lost their lives on Moroccan roads in 2025, marking a 25.5% increase compared with the previous year. Serious injuries reached 10,333 cases, while urban areas recorded a notable rise in victims.<\/p>\n
Motorcyclists accounted for a significant share of the fatalities. Users of two- and three-wheeled vehicles represented 2,060 deaths, including 1,983 deaths among motorcycle riders and 77 among three-wheeler users. Together, they accounted for 45% of all road fatalities recorded during the year.<\/p>\n
The data also showed that pedestrians and users of two- and three-wheeled vehicles represented more than 70% of total road deaths nationwide. Fatalities involving motorcyclists increased by 526 cases compared with 2024, a rise of 34.3%. Injury-causing accidents climbed to 160,347, reflecting a 12.7% increase year on year.<\/p>\n
Authorities have acknowledged the need to adapt road safety policies to emerging mobility trends. The growing use of electric scooters and the expansion of home-delivery services have introduced new risks that policymakers are seeking to address through future regulations and enforcement measures.<\/p>\n
NARSA has continued to strengthen enforcement capabilities by expanding its national radar network to 1,140 units. The agency has also pursued a vehicle fleet renewal program supported by an investment of 143 million dirhams. These measures form part of broader preparations for Morocco\u2019s National Road Safety Strategy for 2026-2030, which aims to consolidate efforts to reduce accidents and fatalities.<\/p>\n
While Morocco continues to promote its road safety initiatives on the international stage, the record number of deaths recorded in 2025 underscores the scale of the challenge facing authorities.
