Managed by the Agricultural Development Agency in partnership with the African Development Bank, the initiative mobilizes \u20ac216.3 million, including \u20ac100 million in financing from the African Development Bank.<\/p>\n<p dir=\"ltr\" data-start=\"503\" data-end=\"880\">Scheduled for implementation between 2025 and 2030, the program will cover seven regions across the country: Tangier-Tetouan-Al Hoceima, Oriental, F\u00e8s-Mekn\u00e8s, B\u00e9ni Mellal-Kh\u00e9nifra, Marrakech-Safi, Dr\u00e2a-Tafilalet, and Souss-Massa. The initiative forms part of Morocco\u2019s Generation Green 2020-2030 strategy and seeks to accelerate the development of solidarity-based agriculture.<\/p>\n<p dir=\"ltr\" data-start=\"882\" data-end=\"1155\">The program addresses several structural challenges facing the agricultural sector, including climate change impacts, income vulnerability among small-scale farmers, limited rural entrepreneurship opportunities, and the need to create sustainable jobs in rural communities.<\/p>\n<p dir=\"ltr\" data-start=\"1157\" data-end=\"1487\">Speaking at the launch seminar, Agricultural Development Agency Director General El Mahdi Arrifi said the PAASIFEJ program goes beyond financial support. He described it as a transformation tool designed to strengthen solidarity agriculture through a combination of performance, territorial equity, innovation, and sustainability.<\/p>\n<p dir=\"ltr\" data-start=\"1489\" data-end=\"1718\">A results-based management framework will guide implementation. Specific targets, performance indicators, and monitoring mechanisms will be used to assess progress and measure the impact of interventions in participating regions.<\/p>\n<p dir=\"ltr\" data-start=\"1720\" data-end=\"2079\">One of the program\u2019s central priorities is the economic inclusion of rural women. PAASIFEJ plans to support 700 women entrepreneurs by helping them formalize and expand their businesses. The initiative also aims to strengthen their participation in agricultural value chains and encourage the development of sustainable female entrepreneurship in rural areas.<\/p>\n<p dir=\"ltr\" data-start=\"2081\" data-end=\"2319\">Young people represent another key target group. The program seeks to create economic opportunities and employment prospects in rural territories while supporting broader efforts to modernize agricultural systems and generate added value.<\/p>\n<p dir=\"ltr\" data-start=\"2321\" data-end=\"2640\">Infrastructure investment is a major component of the initiative. PAASIFEJ includes the development and rehabilitation of 160 kilometers of irrigation canals and the construction of 150 water points. These projects are intended to improve access to agricultural services and increase productivity for beneficiary farms.<\/p>\n<p dir=\"ltr\" data-start=\"2642\" data-end=\"2976\">Environmental sustainability is also a significant pillar of the program. Authorities plan to establish 50,000 hectares of climate-resilient tree species. The measure is expected to contribute to ecosystem restoration, natural resource preservation, and stronger resilience to climate-related pressures affecting agricultural regions.<\/p>\n<p dir=\"ltr\" data-start=\"2978\" data-end=\"3341\">Vincent Castel, Agriculture and Agro-Industry Manager for North Africa, Central Africa, and Nigeria at the African Development Bank, described the initiative as strategically important for the institution. He said the program will help Morocco address major priorities, including rural job creation and expanding economic opportunities for women and young people.<\/p>\n<p dir=\"ltr\" data-start=\"3343\" data-end=\"3658\">A notable innovation within PAASIFEJ is the adoption of Results-Based Financing. Under this mechanism, fund disbursements are linked to the achievement of predefined and verifiable performance indicators. The approach is designed to improve public sector efficiency, accountability, and results-oriented management.<\/p>\n<p dir=\"ltr\" data-start=\"3660\" data-end=\"3905\">The program also incorporates lessons learned from previous solidarity agriculture projects. Greater emphasis is placed on gender inclusion, women\u2019s economic empowerment, and the integration of environmental and social impact monitoring systems.<\/p>\n<p dir=\"ltr\" data-start=\"3907\" data-end=\"4134\">Governance will be overseen by a National Steering Committee and a dedicated Program Management Unit. These bodies will coordinate implementation, monitor progress, and ensure that objectives are achieved across all components.<\/p>\n<p dir=\"ltr\" data-start=\"4136\" data-end=\"4342\">Regional agricultural authorities, decentralized government services, and local partners will play a critical role in adapting the program to local conditions and ensuring effective execution on the ground.<\/p>\n<p dir=\"ltr\" data-start=\"4344\" data-end=\"4791\">The launch seminar brought together representatives from the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, the Ministry of Economy and Finance, and several national and regional institutions.
