{"id":3058,"date":"2026-07-14T11:08:34","date_gmt":"2026-07-14T10:08:34","guid":{"rendered":"https:\/\/zawaya24.com\/en\/?p=3058"},"modified":"2026-07-14T11:08:34","modified_gmt":"2026-07-14T10:08:34","slug":"moroccos-upper-house-sets-legislative-record-with-108-adopted-texts","status":"publish","type":"post","link":"https:\/\/zawaya24.com\/en\/moroccos-upper-house-sets-legislative-record-with-108-adopted-texts\/","title":{"rendered":"Morocco\u2019s upper house sets legislative record with 108 adopted texts"},"content":{"rendered":"<p dir=\"ltr\" data-start=\"82\" data-end=\"338\">Morocco\u2019s Chamber of Councillors adopted a record 108 legislative texts during the second session of the 2025-2026 legislative year, marking the first time since the institution\u2019s creation that adopted parliamentary bills outnumbered government draft laws.<\/p>\n<p dir=\"ltr\" data-start=\"340\" data-end=\"624\">Speaking at the closing session on Monday, Chamber President Mohamed Ould Errachid said the development reflected a collective commitment to strengthening parliamentary legislative initiative and accelerating the examination of texts submitted by members of both houses of Parliament.<\/p>\n<p dir=\"ltr\" data-start=\"626\" data-end=\"935\">During the session, the Chamber held 10 legislative plenary sittings and examined and adopted 108 texts, including 55 parliamentary bills and 53 government draft laws. The latter included three organic laws. According to Ould Errachid, this represents an unprecedented figure for a single legislative session.<\/p>\n<h3 dir=\"ltr\" data-start=\"937\" data-end=\"983\"><strong data-start=\"937\" data-end=\"983\">Major institutional and governance reforms<\/strong><\/h3>\n<p dir=\"ltr\" data-start=\"985\" data-end=\"1245\">Several structural reforms were approved in strategic sectors. These included measures to reorganize certain public institutions and transform them into joint stock companies, notably the National Ports Agency and the National Office of Hydrocarbons and Mines.<\/p>\n<p dir=\"ltr\" data-start=\"1247\" data-end=\"1412\">The Chamber also adopted legislation related to the creation of Regional Urban Planning and Housing Agencies and the reorganization of regional development agencies.<\/p>\n<p dir=\"ltr\" data-start=\"1414\" data-end=\"1772\">Lawmakers further approved provisions aimed at modernizing the national statistical system by transforming the High Commission for Planning into an independent governance institution. Additional measures focused on strengthening financial risk prevention mechanisms in the banking sector and improving governance within certain higher education institutions.<\/p>\n<h3 dir=\"ltr\" data-start=\"1774\" data-end=\"1817\"><strong data-start=\"1774\" data-end=\"1817\">Social and professional sector measures<\/strong><\/h3>\n<p dir=\"ltr\" data-start=\"1819\" data-end=\"2063\">In the social sphere, the Chamber approved reforms covering health sector governance, the pharmaceutical and medicine code, medical profession regulatory bodies, the direct social assistance system, and the status of private security personnel.<\/p>\n<p dir=\"ltr\" data-start=\"2065\" data-end=\"2220\">The session also resulted in the adoption of measures designed to encourage companies investing in training programs that support professional integration.<\/p>\n<p dir=\"ltr\" data-start=\"2222\" data-end=\"2551\">Councillors additionally approved legislation governing judicial experts, Adoul professionals and lawyers, as well as reforms concerning the National Press Council and the status of professional journalists. Several international agreements and the organic law regulating the exception of unconstitutionality were also validated.<\/p>\n<p dir=\"ltr\" data-start=\"2553\" data-end=\"2724\">Ould Errachid highlighted lawmakers\u2019 contributions to improving legislative texts. A total of 1,077 amendments were proposed during the session, of which 115 were adopted.<\/p>\n<h3 dir=\"ltr\" data-start=\"2726\" data-end=\"2772\"><strong data-start=\"2726\" data-end=\"2772\">Government oversight and policy evaluation<\/strong><\/h3>\n<p dir=\"ltr\" data-start=\"2774\" data-end=\"3026\">On the oversight front, social, territorial and economic issues dominated parliamentary discussions. The Chamber recorded 458 oral questions, with the government responding to 264 of them during 12 plenary sessions involving 24 ministerial departments.<\/p>\n<p dir=\"ltr\" data-start=\"3028\" data-end=\"3193\">The government also answered 174 of the 401 written questions submitted during the session, including responses to inquiries raised in previous legislative sessions.<\/p>\n<p dir=\"ltr\" data-start=\"3195\" data-end=\"3451\">The Chamber continued its public policy evaluation mission by reviewing the government\u2019s performance record and examining the annual report of the First President of the Court of Accounts on the activities of financial courts for the 2024-2025 fiscal year.<\/p>\n<p dir=\"ltr\" data-start=\"3453\" data-end=\"3601\">Discussions focused in particular on food security, public policies addressing climate change impacts, and the preparedness of various stakeholders.<\/p>\n<p dir=\"ltr\" data-start=\"3603\" data-end=\"3938\">Permanent committees also played a significant role during the session, holding 61 meetings totaling nearly 110 working hours.
