His Majesty King Mohammed VI called for a new generation of local governance models and stronger public services as Morocco hosted the 8th World Congress of United Cities and Local Governments in Tangier.<\/p>\n
In a message delivered by Interior Minister Abdelouafi Laftit during the opening ceremony, HM welcomed local and regional leaders, elected officials, government representatives, experts, and international organizations participating in the gathering held from June 22 to 25 under the theme \u201cA New Generation of Universal Local Public Services.\u201d<\/p>\n
HM King Mohammed VI said Morocco was honored to host a global forum dedicated to issues shaping the future of development and governance, including democracy, territorial justice, sustainability, and the growing role of cities and regions in building more inclusive societies.<\/p>\n
The King described Tangier as a meeting point between continents and cultures that reflects Morocco\u2019s openness and its commitment to modernization while preserving its identity and values.<\/p>\n
According to the royal message, territorial governance has evolved beyond a purely administrative function. It now serves as a key instrument for reducing disparities, strengthening trust between citizens and institutions, and transforming international commitments into concrete local initiatives.<\/p>\n
The King emphasized that territorial reform has remained a strategic priority since his accession to the throne. He highlighted Morocco\u2019s advanced regionalization project as a long-term national choice aimed at modernizing public institutions, deepening local democracy, promoting balanced development, and granting regions greater responsibility for their own economic and social progress.<\/p>\n
He noted that the regionalization model has helped position regions as drivers of strategic planning, investment promotion, and local economic development while strengthening cooperation among regional and local authorities.<\/p>\n
HM also stressed the importance of integrated territorial development programs implemented across Morocco. These initiatives are designed around citizens\u2019 needs and prioritize projects with a direct impact on daily life, particularly in employment, education, healthcare, water access, and territorial development.<\/p>\n
The royal message underlined that development must remain a shared responsibility involving the state, local authorities, the private sector, and civil society organizations.<\/p>\n
Addressing global challenges, the King pointed to climate change, demographic pressures, migration flows, and widening social inequalities as issues requiring stronger local responses. He said public policies achieve their full impact at the territorial level where essential services such as education, healthcare, housing, transport, culture, and employment are delivered.<\/p>\n
HM also highlighted development projects in Morocco\u2019s southern provinces, describing them as an emerging hub for stability, investment, and African cooperation. He further cited the Atlantic African Gas Pipeline project, the Atlantic African States Process, and the initiative to facilitate Sahel countries\u2019 access to the Atlantic Ocean as examples of Morocco\u2019s commitment to regional development and South-South cooperation.<\/p>\n
