Morocco strengthens construction skills pipeline through OFPPT and TGCC partnership

The Office of Vocational Training and Work Promotion (OFPPT) and construction group TGCC have signed a framework agreement aimed at strengthening skills development in Morocco’s building and public works sector as demand for qualified labor continues to grow.

The agreement was signed at the City of Trades and Skills of Casablanca-Settat and seeks to align vocational training more closely with industry requirements. The partnership is designed to support major infrastructure projects across the country by developing skills that meet the evolving needs of construction companies.

Under the agreement, OFPPT and TGCC will jointly develop new training programs, strengthen trainer development initiatives, and expand work study opportunities to facilitate young people’s integration into construction professions.

The partnership also includes a broad exchange of expertise. OFPPT will support TGCC in several areas related to skills development, including the training of company mentors, educational engineering services, and access to information about its training programs and graduate profiles. Employees of the construction group will also benefit from qualifying training courses delivered by OFPPT.

TGCC, for its part, will contribute its operational expertise to support the public institution. The group will participate in updating educational programs for building and public works professions, organize specialized training sessions for instructors, and help equip OFPPT institutions with educational materials dedicated to construction training.

Trainees enrolled in OFPPT programs, particularly those following work study pathways, will have access to internships and technical training opportunities on TGCC construction sites under the supervision of the group’s teams. The initiative aims to provide practical experience and strengthen employability by exposing trainees to real working environments.

Loubna Tricha, Director General of OFPPT, said the partnership reflects a shared commitment to bringing vocational training closer to labor market needs. She noted that the cooperation would help build a high performing ecosystem capable of developing human capital aligned with changes in the sector.

Meryem Nazih Cherkaoui, Director of General Affairs at TGCC, highlighted the strategic importance of skills development for the company’s growth over more than three decades. She said the development of employees remains central to the group’s strategy.

The agreement comes as OFPPT continues to expand its training capacity in building and public works. The institution currently operates 11 sector specific establishments and four Cities of Trades and Skills offering programs in the field.

For the upcoming academic intake, OFPPT plans to provide more than 29,000 training places in construction related professions across Morocco. This includes more than 22,800 places in diploma programs, more than 5,200 places in qualifying training, and over 1,000 places in professional pathways. The Cities of Trades and Skills will add nearly 800 additional places to meet growing demand for qualified professionals in a sector supported by numerous infrastructure projects.
