Morocco launches Generational Green strategy midterm review
Morocco has launched a midterm assessment of the Generational Green strategy 2020-2030, a key initiative designed to strengthen the resilience, competitiveness and sustainability of the country’s agricultural sector. The Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests officially started the review process during a meeting held in Rabat on Friday.
Agriculture Minister Ahmed El Bouari said the assessment will measure progress achieved since the strategy’s launch in 2020, identify areas requiring improvement and establish actions needed to accelerate implementation through 2030. He stressed that agriculture remains a cornerstone of Morocco’s economy and a critical pillar of national food sovereignty.
The minister noted that the first phase of the strategy unfolded under difficult conditions marked by consecutive years of drought, the effects of the global health crisis and disruptions in international markets. Despite these challenges, Morocco’s agricultural sector maintained strong resilience through government support measures, targeted programs and the mobilization of industry stakeholders.
According to the ministry, notable achievements include the development of agricultural value chains, improved water-use efficiency, expanded social protection for farmers and the deployment of emergency programs aimed at mitigating drought impacts. These efforts included the launch of a national livestock restoration program to support producers affected by adverse climatic conditions.
Rachid Benali, president of the Moroccan Confederation of Agriculture and Rural Development, said the review offers an opportunity to update the sector’s roadmap and strengthen competitiveness in response to changing market requirements, labor needs and rising input costs.
Lahbib Bentaleb, president of the Federation of Chambers of Agriculture of Morocco, emphasized the importance of addressing climate-related challenges, particularly rainfall shortages. He called for stronger production capacities, improved domestic market supply and greater access to export opportunities.
The study will assess achievements recorded during the first half of the strategy, develop an acceleration plan for the remaining implementation period and outline a long-term vision for agricultural development. It will also examine issues related to crop and livestock production, farm mechanization, irrigation water security, modernization of marketing channels, financing mechanisms and investment support.
The review process will rely on extensive consultations with public and private stakeholders, reflecting the ministry’s participatory approach to consolidating the gains of the Generational Green strategy and supporting the long-term transformation of Moroccan agriculture.
